- It seems that the North Koreans are the ones who have been driving the push for this second summit almost more so than the United States...So the reality is that what the United States and North Korea and South Korea really are working towards is some way to manage North Korea and to find a way to ease a sense of imminent conflict.

- The course of these conversations will likely have a direct impact on the second Trump-Kim summit, and the question of whether the two sides can nudge U.S. and North Korean trajectories into closer alignment.

- Historically, the alliance with South Korea and strong trilateral U.S.-Japan-South Korea alliance coordination have served as the backbone undergirding the U.S. position on North Korea. Trump must put his affairs in order to strengthen his hand going into a second meeting with Kim Jong-un, hopefully by stopping in Tokyo and Seoul to shore up the U.S.-ROK-Japan alliance en route to his rendezvous with Kim in Southeast Asia.

- Biegun’s theory, sources say, is that the next summit’s success depends on success during the lead-up to it. The United States will have to make some concessions, this argument goes, to reach the point where Trump can present Kim Jong Un with a grand bargain to revolutionize his economy in exchange for total denuclearization ? or at least take a big step in that direction.

- At some point in the denuclearization negotiations the administration might seek congressional support for limited sanctions relief in return for commensurate North Korean concessions. House Democrats should grant their approval,...Now is not the time to weaponize for narrow partisan advantage a negotiation that could achieve historical results.

- I think for the summit process to be success right now, the administration has quietly given up on the goal of immediate North Korean disarmament in one shot. It's just unrealistic...So a realistic immediate aim in this next round would be something that talks about slowing the program down, to slow down the production of fissile material at particular facilities so he can't build more nuclear weapons....In a lot of ways, for the summits to be useful for North Korea, the agreements need to be as vague as possible so they don’t commit North Korea to much and they can exploit ambiguity to continue to produce nuclear weapons....The worry would be that a kind of sequel happens in Hanoi this month, and you get vague North Korean language with loopholes large enough for them to drive their ICBMs through. For it to be worthwhile for us, though, we need something very concrete to hold North Korea to its commitments.
Bloomberg
- The second outcome?one which would be fantastic given the vegetative state that the working-level meetings have otherwise seemingly been in?is some sort of middle road agreement, or “interim agreement,” that focuses on slowing the North Korean nuclear program in some way, even through a partial fissile material freeze for example. A verifiable freeze on plutonium, tritium, and/or uranium production would have a meaningful impact on North Korea’s future force posture and would not require Pyongyang to provide an inventory of its entire program, which it fears is either a trap or a target list for the United States. But something of this magnitude, such as a partial verifiable closing of Yongbyon, would require a concrete concession from the U.S. Concessions could include some sanctions relief and maybe a permanent suspension of large scale exercises or more (Kim may lead Trump right where he wants to go on troops for example). This outcome could really move the ball forward if we can get it done. Both sides could achieve something meaningful without losing face; Trump can say the long-term goal is still denuclearization and Kim can say this is just step one and that he has not relinquished any of the “treasured swords of peace” he has already produced. This is actually the door we should be pushing on. Instead of swinging for the fences with a largely delusional insistence on unilateral disarmament without any concessions from the United States, let’s first try to get on base and build some trust through meaningful arms control objectives.

- The United States and its allies should choose a third path: an approach that aims to quantitatively and qualitatively limit, rather than eliminate, North Korea’s nuclear weapons capabilities while maintaining a long-term goal of working toward North Korean disarmament...But while a formidable obstacle, this situation may be solvable with a phased process of step-by-step concessions. In return for the right security and economic concessions, Pyongyang may view limitations on its nuclear weapons capabilities as worth the risk. Over time, successful agreements and continued diplomatic contact have the potential to reduce distrust and make more ambitious agreements possible.

- The United States cannot achieve its objective of peacefully denuclearizing North Korea unless it can convince Kim Jong Un that a new bilateral relationship is within reach and that the United States and South Korea can be trusted. This will take time but must also govern how Washington and Seoul couple pressure and demands with demonstrable benefits?even if those benefits are placed in escrow until Pyongyang has made sufficient progress to warrant granting Kim access to that account.

- We must, however, avoid conflating the issues of engagement and denuclearisation. With engagement comes incentives to catalyse denuclearisation on the part of Pyongyang, of which two significant concessions would be the easing of economic sanctions, and the suspension of joint US-South Korean military exercises. A smaller possibility is the opening of liaison offices in Washington and Pyongyang. Yet, even if Trump and Kim agreed to this, the question remains whether it would lead to any concrete movement on denuclearisation.

- Washington will offer the “corresponding measures” (North Korean language) the DPRK is seeking by softening on sanctions, first through those needed for enhanced inter-Korean ties. Washington will maintain a strong line on overall sanctions but give somewhat on North Korean declarations and verification. An end-of-war statement, aid, and an opening of liaison offices are merely a matter of time.
This is likely more than a short-term detente, but rather an opening of the unification tunnel, at least this year, when the political leaders of Washington, Seoul and Pyongyang are in alignment, all needing wins on domestic fronts.

- In his upcoming, second summit with North Korean leader Kim Jong-un, President Donald Trump should get pragmatic. He should do a deal that eliminates North Korea’s ability to produce more bombs, as well as longer-range missiles, in exchange for
a partial lifting of sanctions. Trump should not worry about the prompt elimination of existing North Korean nuclear bombs, which Pyongyang will almost surely not be game to bargain away at this juncture.

- A more realistic way forward would be for the United States to ease sanctions gradually while North Korea maintains a freeze on weapons testing and takes steps to dismantle its nuclear and missile programs. Normalization of U.S.-North Korea relations can come as the final result of this process; in the meantime, a declaration formally ending the Korean War should be an important step forward in reducing tensions and undercutting Pyongyang’s rationale for its nuclear program, without compromising the security of America or its allies in East Asia.

- In return, America will have to consider sanctions relief, but not through revision of UN Security Council resolutions or secondary sanctions; if those are unwound, the game is up. Rather, the obvious trade is to give the Moon administration some running room with respect to North-South relations. If taken in small steps that do not commit a large amount of resources prior to progress on the nuclear front, the risks seem low to me;

- Trump must realize that he needs to offer some kind of concession to Kim, though it is unclear if he will be willing to make a concession that is valuable enough to his counterpart. It seems increasingly likely that Trump will declare an end to the Korean War...It is time to make a fundamental change in U.S. strategy toward North Korea.
- At this point, however, the path to denuclearization and peace stands a greater chance through dialogue than non-engagement or maximum pressure alone.
- agree with @Cirincione completely.
(1) We have to accept that we aren’t going to get the grand slam of unilateral NK disarmament up front.
(2) But let’s see if we can get NK to at least start slowing and capping its program as a start
(3) That’s not free so be ready to deal
- The next couple weeks have to grapple with the fundamental tension that for the summit to be worthwhile for the US, the working level talks have to make a lot of progress. But for the summit to be worthwhile for NK, they want to make as little progress as possible. Let’s see...

- It appears the Trump administration realizes the strategy of demanding the North Koreans denuclearize before they receive significant concessions is a dead end. There are indications US negotiators will be given some running room to pursue a more realistic phased approach.

- Kim Yong Chol's visit is not only to set a time and place for the US-#DPRK summit but to get down to business on denuclearization. It's wrong to think the North is just killing time until they can meet Trump, as some experts speculate.

- The Singapore Summit was a failure, and damaged the security of the US and our allies for little in return. With another summit in the making, I hope for tangible progress and fear for a repeat: little movement from Kim, major concessions from Trump.

- I support strong, principled, effective diplomacy. I commend Trump for engaging directly past Presidents did not. But if we repeat Singapore, we can kiss a non-nuclear DPRK goodbye.
- A summit of substance that advances denuclearization in a real way makes America and ROK safer. Another empty summit with free concessions by Trump would add insult to injury. Hope for the former, expect the latter.
